it seems to me like Imperial Rome could very easily be included into CK2, as there was a system of territoral grants in place where the Emperor named the leaders of imperial provinces according to their rank as consul besides his other prerogatives.

Realistically Paradox will probably not expand the game's timeline before 769 but it would be a pretty cool and feasible game feature. Perhaps add a few changes to the "Feudal" government and call the result "Imperial" and make the two forms distinct.

Not really no. More importantly, even the vaguely similar Imperial Roman government aside, you have the huge problem of Migration Era tribal governments which are literally unlanded half the time, and also the sensitive Rise of Islam event line.

Which units should compose an infantry Breakthrough/Shock division? How many of them should I build per army/army group?

Well infantry should be your bread and butter not a breakthrough division. I keep the tanks separate in their own armies. So when I strike out to pocket something I use infantry and a tank division or two to breakthrough then send all the tanks into the breach.

As for how to build Infantry divisions INF/INF/INF/ART has good staying power but will die against tanks. INF/INF/AT/ART is weaker but strong against tanks. INF/INF/ART/ART has good soft attack per manpower ratio but has less staying power and is more expensive. Against the AI INF/INF/INF/ART is usually the best.

Adding heavy armour to a infantry unit is fine since they are all so slow. SP-ART is a bit stronger than artillery but not by a lot. So something like H-arm/INF/ART/ENG could be okay as a breakthrough unit or another infantry instead of the engineer. You don't really need super specialized units though. Better to have a lot of units that can do everything okay.

So for my units I try to limit the templates.

Infantry
INF/INF/INF/ART

Tanks
ARM/ARM/MOT/SP-ART

then some specialized units like mountaineers and paratroopers and that is pretty much it.

Well its a bonus to assimilation which is kinnda nice. I mainly use it as a new world nation since you will generally assimilate enough people to make the area a core. I recall using it to gain Yucatan as a core for the USCA and most of chile a core for Argentina. For old world nations im not sure if its worth it but hey combine that with a bit of genocide and there ya go free cores kinda.

I'm making a submod for HPM to add events and decisions concerning European colonization of Africa, just some minor flavor
For example I have a decision based on this from wikipedia
