This is a light rp game, it's not a "drop everything you do digger nicks is a vamp better go lynch" game.
Not all round types have a crew victory, only rounds that are a threat to the whole station has those, like blob, cult, op etc.
The rounds where only the antag has victory conditions gives the crew leeway to make their own fun.
The way you're describing the game sounds like some sort of hippie round where everyone is waiting to get at their chance to slaughter everyone around them, which is not the case.
