No. It will get the buffed stats only with Naxx release (which will make it completely obsolete because Naxx gear is much better). So you'll have a situation in which ranking will be absolutely pointless.

Ele is all about mass fights and chain lightning, don't expect to win 1 on 1 unless your oppenent sucks ass. Eles are easy to lock down since all your spells are nature school. That said they are decent but they are specific and do need gear to work.
