Not that guy but during 6.78 it was pretty balanced, Na'vi made it to the finals by balls to the wall deathball and Alliance made it to the finals by fluid game play, map control and split push.

I remember the game was a lot more balanced in terms of radiant vs dire, mid match ups (solo kills being important), smoke, map vision, taking roshan (harder to defend from the original position because of trees and high ground and stairs placement), bottlecrowing (funny how in order to nerf bottlecrowing valve instead made it more dependent until they killed bottle), rune control and jungle placement. There were problems and problem heroes sure, but at least it wasn't -em bullshit with rubberband and comebacks were actual amazing but plausible things.

Clock has a fine attack animation, it really depends entirely on the situation.
If it's against heroes that you can stand and fight against after you initiate, +40 damage is fantastic, and the movement speed would be useless since you won't even be moving during the fight.
If you're against heroes that require you to build force staff and weave in and out of combat, the damage is much less valuable and the movement speed is much more valuable.

Despite it not counting as movespeed so it doesn't increase you initial bash damage, it's still much better to have the possibility to be literally anywhere you're needed to be. Also, enemies have no time at all to react.
Meanwhile 17% bash is a lot already and 17% increase isn't in fact as much as the first 17% because of prng. Sometimes I think people posting on /d2g/ are not playing the game at all.
