How do you guys deal with THAT kind of Hanzo on your team in comp? I've been climbing out of gold and it seems that when I'm making progress I run into one of these instalock Hanzo guys (and to a slightly lesser extent, attack junkrats). I guess the easiest answer would be "learn how to carry" but your average dps shitter would never think about taking over a tank or healer role so I usually fulfill that job so we actually have a chance of breaking through chokeholds. I've been practicing S76 but God is his playstyle boring.

I've considered teaming up instead of hoping that I get along well with team mates in solo queue but I'm shy

Yes, I do believe that Roadhog is underpowered. Due to the Symmetra/Torbjorn nu-meta, it has made the chokepoints in the maps even worse than they already were and the tank most affected by this is Roadhog due to his lack of mobility options (Every other tank has an escape of some kind, even Zarya has better mobility than him).
