Do you not know how SE works? It's a flat amount based on tier, and nothing else. +400hp per tier, all T8s get the same flat 3200HP.
And if you're trying to argue that it's more effective on the Atago than any of the other T8 CAs because of how much it gives as a percentage of the HP pool then you're wrong there too, because the Atago doesn't even have the lowest health of the T8 CAs, it has the 3rd highest outside of the Hipper and MK, so almost all of the other tech tree ships are going to get a bigger %HP increase out of it.

4k HP is like 2 Zao shells, or less than 1/3rd of a citpen from a BB, and is just so insignificant on a ship that usually ends up tanking as much damage as she does that it's entirely pointless. SE = being able to survive a devastating BB salvo, or 1-2 more BB salvos that are partial penetrations or single penetrations.
DE = idk the exact math for this, maybe like 1-2 more fires average a round?

Honestly all these are not that meaningful, SE doesn't seem that bad though considering you also get a heal that works off of your HP % also. Personally I'd either take AFT in case I ever run DF to increase that AA circle, or DE.
