There's another possibility here:

We know that the Holy Grail of the Einzberns is not an almighty wish-granting device. Even with all seven Servants in the vessel, it doesn't have the power to do absolutely anything. Even prior to its corruption, it could never have come up with a proper solution to Kiritsigu's wish, for example.

So what if Solomon wished something like "the chance to live another life as a normal person", and that resulted in Roman. If had wished to be incarnated, the Grail could have done that, as it did with Gilgamesh. But even Gilgamesh still required mana to use his powers and remain in the world, and he still had that power. For Solomon to live another life without having access to all seven Servants, to the power of the Third Magic, a life had to be taken from somewhere. So the Grail took his life, who he was, from the real Solomon, and created Roman.

But Solomon existing was too important for him to just vanish. So the world had to correct itself, and left a "void" version of Solomon. One that didn't understand the people's problems, how they felt, or anything about them. It was a blank space, a mirror that reflected the will of other people. So the people were angry, and they created the tablet that we found. This created the legend which would become the new Solomon, a blank mirror filled with all of the hatred and the uncaring nature that the people who created the tablet saw. With the original Solomon a normal person, the version in the Throne of Heroes was warped, created the variant we see now.

That's the root of it, I think. I'm still missing a lot of things though.
