Why does Shadowverse have so few neutral cards and why are most of them straight up inferior to class-specific cards?

I feel like Goliath, for example, should be buffed to 4/4 or 3/5 so that he'd become a meaningful card that you'd actually consider using. As is, he offers the same stats as many 4pp followers, but has no effect. I also think Fighter should be a 2/3

She's great against shadow, and if neptits shadow becomes big, she'll definitely see play.

But the problem is there are just much better 6pp plays for Forest.
