Skill and warframe powers are inversely related, the more powerful the frame the less skill is required to play it well, therefore Oberon and Limbo require the most skill to play decently.

This does not mean they are good frames, they are shit so they require a good player.

I would say Rhino is a larger crutch than Inaros due to Rhino having a omni directional aoe CC and iron skin. Also, he is easier to obtain for new players.
