For maximum value youre meant to reroll for core legendaries for decks you want to run. You can get by without doing it though.

There is a lot of PvE content you need to do for free stuff. The story mode for each of the leaders give you a small bit of vials/gold and a T2 ticket, you can also beat the AI on elite for 100g for each craft.

Take the T2 tickets you get and do arena before you craft any decks, go purely by the tier lists and try to make the best plays. As long as youre not shit at card games you should average at least 3 wins after your first couple. Arena is also your main way to complete dailies early on, which you need to be completing as they come up.

Spend excess gold on standard packs, there are too many core cards you need in that set you need before you can really blow resources on expansion packs.

Once you have around 5K vials you should be looking into crafting either Aggro Bats or Banner Sword and push through the low ranks for points to gain the monthly bonuses.
