No, you're thinking of solo bossing. At an actual boss like damien or lucid or notorchid, you'll have teammates with the buffs you're missing in your party, who will be there to give you the full powered stuff instead of the "decent" trash.
Even if you're not in a party, you should really only need one core worth of decent buff to get along just fine desu. And if it isn't, just go level up and get more core slots, since you only need 4 core slots to get 3 skills to max

Very roughly ballparking the damage %s, it seems roughly as strong as shotgun cancelling without any enhancement cores, but by the time this comes out you'd probably have the lv50 enhancement skill, meaning it's only half as strong, and you'd have to use hundreds of nodestones just to level it up just so it'd be roughly equivalent
Unless it gets buffed or I'm way off in my numbers, it seems only marginally useful as yet another way to get the %hp attack guard effect from charge mastery during difficult bosses
