The issue is that Rat is Tier 0 and it's only natural that it pushes everything out.
Now we need to wonder about the next OCG meta.
Zoodiacs and Infernoids are going to be a definite Tier 1 since they're both the strongest decks at the moment.
Also Zarc looks legit so new Pendulum Magicians could be really good.
Tier 2/3 is going to be cluster of anything enabled by Rat, Kaijus, Eidolon and what's left of Toadally Awesome decks, ABC, Metalfoes and maybe D/D, Blue-eyes and Darklords if they adapt enough.
Honorable mentions include True Kings since I know overlords are going to break them somehow and Fluffals since I know all that support won't go to waste in 2017 since I refuse to believe a deck can get that much broken support and not do anything with it.

I'm not sure what the third effect refers to but it might to a callback to Yugi and Kaiba spamming Monster Reborn to bring back their ace monsters.
