It's monsters in your opponent's possession.
The card uses the wording 相手モンスター (opponent's monsters), which is interpreted by the TCG as "monsters in your opponent's possession" instead of 相手フィールドのモンスター (monsters in your opponent's field) which up until recently was treated as "monsters your opponent controls" but the Giant Hand errata was a thing.

Regardless, it SHOULDN'T stop you from setting your pendulum scales as that isn't activating an effect at all, you're activating a card, and once it's on the field, it's no longer a monster, so you should be able to activate their pendulum effect.

OCG have 3x of each Infernity card, rescue rabbit at 3, sangan and Harpie's Feather Duster.

We have 2x Dark Hole and 1x Raigeki here, and no one gives a fuck for Dark Hole, only for siding.

Kaiju slumber is pretty balanced because you give to your opponent a monster too.
