It's a 4-Drop which is arguably the most important part of the game regardless of what kind of deck you're running. Otohime and Rousing Step is a 10 mana combo that doesn't really do shit for you in nine out of ten situations. Otohime on her own is bloody brilliant but trying to combo it off with Rousing Step is just going to fuck you over hard. Buff / Combo cards in Take-Two are generally not worth the investment until you know what the fuck you're doing.

If you're drafting sword just keep in mind a few tips to do decent with at start. Never splurge on one-drops - hell avoid them all-together unless you can get some Princess / Vanguard combo off with them or if they are shit like Quickblade or something of the like that can guarantee a ping / even trade. 2/2 is godly stats for a two-drop, 2/3 is great for 3-drops, and you just want 4 and 5 drops that can heavily impact the board with an evolve. Amulets outside of heaven are generally shit and buffs are shit all around unless you absolutely know your shit.

But what benefit does the lower mana give you? Realistically, you'll mainly want to play it in conjunction with Otohimes when they fail to fully clean up her shenanigans. But if you've already played Otohime, then you have enough mana to play Sage Commander. The only exception is you can 2-card combo on 10 mana but 10 mana to do nothing will lose you a hell of a lot more games than it'll win.
The only exception to this is on turn 5 after a Floral Fencer evolve. Then it becomes a 4PP +3/+3. That's hardly worth anything. However, even this assumes your opponent takes the greediest play imaginable and forfeits their evolve leaving you with 3 bodies on board. This is simply an unrealistic expectation to run into.
Another way of looking at it is that Sage Commander, in comparison to Rousing Step, is a 2PP 4/6.
It simply has no benefit.
