Am I correct in thinking that I-no is just an even more oppressive Millia locked behind an execution barrier?
Seems like I-no has way better oki/mixup situations and better neutral/midrange options but it's all hidden behind bullshit.

Not really, I don't play either character but from what I know I-no is easier execution than Millia. I-no has some really dirty mixups though and if she manages to get you in a vortex that is arguably much harder to get out of, but Millia has a much easier time of getting you in her mixup game.

MIllia has much better neutral (far range buttons, double airdash, pin), I'm not an expert on which has "objectively" better mixups, maybe slightly in favor of I-no in this department, and like I said before I-no execution is not that crazy in xrd

ino has options and doesn't need knockdown for pressure, only a note projectile. but she also gets silly resets and basically the same tier mixup.

What do you mean? I don't play Millia but can't you just blitz her disc/followup if you have the meter and negate any kind of mixup, where as with ino you're caught in some KOF hop meme blender? Seems like you have to straight up guess multiple times against an Ino player versus Millia where you just have to block high/low and you're out of most of her trouble.

I remember not very long ago someone was arguing about Ino getting 4/5 mixups in one versus the standard millia oki but i don't know shit about either character desu.

Millia has blitz safe variants on her combos, usually at the cost of 2 mixups on a H disc (from a total of 3 mixups per H disc)
A lot of I-no's shit is actually not tight so you can jab her out of high lows. It's risky to do but just as risky for her too because depending on the character you can get better reward from an anti air 5p than she gets off a j.h.

I also believe that I no is easier to fuzzy block and doesn't have any real unreactable moves like badmoon. So there's that.

Super jump doesn't have different properties, it's perfectly logical actually. There is a minimum height restriction on IADs and doing a super jump makes you reach that height faster.
