Only with hitscan. If you're both jumping around, it gets harder to predict where he's going to be in relation to yuor own future position. Eliminating half of the equation makes everything easier.
Plus if they're used to aiming while being a spaz, aiming at a stationary target becomes harder, especially if it's a sudden stop.
But mostly, the best counter to scouts is their own stupidity. You shouldn't jump in an enemy's face unless you're ambushing them, it takes very little to kill you

The first thing you see in the link is the number 20. You have to give the letters numerical values according to the number beforehand (i.e. If 8 is followed by a letter, the next letter is bound to be i). You do this with each of the numbers and then add them together and divide by 20. With this quotient you should be able to split it into 7 different letters. You then find infrequencies (getting a variable throughout the process) and put them in the link according to size (biggest to smallest) 2 letters after the link begins and before the link ends. Then, you give them dash equalities (>10 = -, 10< >20 = _, and so on through the different dashes in order of your keyboard). This is why I always spycheck snipers. The amount of people who fall for the scout disguise is absolutely astounding, though. Like, if you've played the game for more than 15 minutes, you should know the scout is the speedy guy, and if he's walking suspiciously slow and never doublejumps, it's a fucking spy.
