No I think Blizz will probably remove the teleporter eventually. Assuming they don't need the shield gen, teleporter will basically go unused.

Shield gen:

Teleporter:

There's almost no reason to use the teleporter at all. Unless your team is so bad that an additional 75 health can't save them, in which case getting trek back to the fight quicker probably isn't going to help much.

Never let that timer run out if you want a decent k/d, Sombra without her teleport is worse than Pharah trapped on the ground, you cannot 1v1 any full health hero without surprising them or standing on a hacked health pack.

Why is Lucio's weapon so weak?
Just because he's a support shouldn't mean that he should only deal 64 dps.
