They wanted to avoid the TF2 spy's instant deadlyness so they added the long cooldowns and deafening audio cues. But yeah, the machine-pistol isn't exactly high-burst unless they stand still and let you them shoot them in the head. Hero stacking was never the problem in QP desu. Two Genjis or Widowmakers are fine and can even work perfectly well. As long as the rest of the team is at least somewhat balanced and covers them.
Team composition is still the main problem of QP, you still get both Shimadas and Tracer as your DPS, Hog as only tank and Ana as only healer.
Hero limits didn't fix shit.
