Tbh exploding in one shot is rare unless you fuck up. Yeah sometimes you just get really unlucky and all of their shells just perfectly find their way into your cit, but that's relatively rare and most of the time that I see people getting blown up it's because they're putting themselves in bad situations.
Cruisers just feel more punishing than other classes because they rely so much on good positioning and decision making not only to do well but even just to stay alive at all whereas DDs and BBs have more room for error while at the same time relying on consistent damage over time to be useful.
They could probably fix a lot of it with a few changes to BBs and CAs at higher tiers but they won't because both the devs and community seem to be so set on 'muh big salvo numbers'.

Köningsberg is really and worth getting. It just deletes all lower and same tier cruisers with triple turret 150mm AP hits. Guns have enough bunch to hurth Kongos and low battleships.

Nürnberg is just same ship but now can't hurt any battleship on same tier. And battleships get accurate guns and kill it with 3 hits or so, because of no armor whatsoever. It even gets cucked over by higher tier artillery destroyers.

I have a Faragut. What should I have for my level 4 captains skill?

I like to use the C hull for the Faragut which replaces one of its 5 guns with more AA. Because if a CV gets a hateboner for me while I'm trying to cap an objective my defensive AA can fuck his planes. And its nice to swat down catapult planes that are spotting me if there's no CV in the game.

I hate all planes.

Manual AA only affects AA guns over 85mm. The game says that my 127mm main guns are also AA guns (pic related). But when I look at the skill it doesn't have a bar that indicates that my AA rating will be improved.

I don't really want to take demo expert or advanced firing training, since HE spamming at long range isn't great due to the high arc shells taking so long to arrive at their targets.

What kind of nigger math are you using? Kebab's fire rate is 96 rounds per minute, the Z-52's is 90 rounds per minute.
