If you are ahead past the 15 minute mark until like 35 minutes, yeah you'll be able to proc it if you get on top of them. The problem is you'll only be able to proc it on the adc if they have no mobility, and you'll have to build more damage which means you'll have no tank and be useless if your team doesn't finish the game quick. The lack of Sota means shyv needs to build much tankier, which means procing stomraiders will be basically impossible late game. Fervor allows shyvana to build more tank and still do some damage. I mean all of them are shit on her, but at least this way you have a mastery that you can proc all the time, rather than sometimes.

90% of good last hitting is focusing on what minions are attacking what and controlling the wave. Look at the damage each minion does, how fast they attack, and which minions they can target.
For turrets its the same deal, look at how much of their bar is taken with each hit and auto accordingly.
For most champs in the early game, a melee creep will tank two tower shots alone and be one hit away.
For ranged creeps its the opposite, one tower shot, but two hits away to kill, so auto once beforehand if there's no minions to deal that sliver of damage.

Also for cannon minions just repeat what I said about normal minions, and if you need to cast a spell do it right when its one shot away from death or just auto it.

After playing and enjoying both ive come to realize that dota and league are more different than similar at this point.
There's no point in comparing them outside of pure statistics since one mechanic in league wouldnt be the same in dota or vice versa.
Sure dota has this or that better or better itemization or a more flexible meta, but the thing is now league is its own game, and it keeps that way.
