I dont really know how much its changed over the years since I leveled up during the begininning of season 2, but the idea was to only get around 15 champs or so that you enjoyed from a free week, enough to get into draft picks so you could learn the game properly, and then save ip for 2 very basic ad and ap run pages, I dont know if runes cost way less now than they used to, but I know tier 2 runes are 1 ip a piece so you can use those if you want to get more characters, honestly the main idea is to probably look at the the 3k or lower ip characters, and only get one of the higher tier cost ones if they extremely appeal to you
