People do make pvp guilds, it would just be rare for /vg/ to do that as many of them could give a fuck outside of random ganks.
To add to that, if you were a pvp focused guild that was making premades, you would want some raid gear. It would be possible to make a guild that raided in order to focus on pvp, but you're probably aware that ranking past a certain level requires a fucking shit ton of time and organization.
There will be more than a few wpvp focused guilds on nost2 if that's what you're into, and they're pretty decent leveling guilds as well as you'll always have people ready to assist you if you're having opposite faction issues.

It has more to do with the huge amount of people that didn't know about nost until the shut down. Once it made the mainstream news there were literally hordes of retail players or former wow players who were bummed they didn't know about it -- private servers in general are pretty niche and we may take that for granted.
The fresh server will be swamped with normies as well as other people from old nost. It's been months and that's enough time for people to "let go" of their old characters, as well as fresh starts are really fun for a large number of wow fags.
Both servers should be fine, but conventional wisdom says the newer start will be a lot more packed.
