I need help improving/fixing the performance of my game.

I'm playing on a high-end laptop but it runs really bad, even on pretty low-medium settings. I've seen a lot of videos of people using my exact same laptop playing it on high settings and smoothly, and I've tried several of their settings yet it still runs bad. It will usually stay around 30-50 FPS but I still get stuttering even while the FPS counter stays above 30 FPS, which is really annoying me. It's not unplayable, but it's pretty bad, especially for online where I've died more than once due to the game reacting too slow.

I know it's unthinkable to play this on a laptop, but it's a bretty gud one and I don't have any problems playing other modern games on high settings. It annoys me more than anything because I see posts and videos of people playing it smoothly on the same system as me, but it wont run well on mine.
