Anne and Ryuji are heavily implied to love each other without realizing it. Characters constantly comment on their relationship and seem to try and push them together a bit, and assume they're already together. The beach scene inparticular adds a lot to them being made for each other. Ryuji gets a sinister grin when he sees Anne in a bikini (and Makoto) and Anne walks over and brags about how hot she is to him. Later on Anne asks Ryuji what type of a girl he likes and he says "one with style" which is the response you need to give yourself to go on a date with Anne.

The fact neither outright confirm it seems to be more about avoiding the feeling you're screwing Ryuji over. A lot of people didn't date Noato because they thought she was Kanji's girl, so they wanted to keep Anne 'open' to the MC by downplaying their relationship. If you don't date Anne they probably end up together, otherwise Ryuji ends up with Makoto or Haru because he's a 'bad boy'.
