what is the most overpowered/useful perk deck/weapon right now, and what the fuck is dodge and how does it work

any 9 cards from any deck in any order barring some prerequisites

Some perk sets are serial elements in a global table and I didn't want to redo how those perks work intrinsically.
One example is the Rogue deck's dodge bonuses. According to their descriptions, Rogue 1 gives "10%" dodge chance, Rogue 5 and 7 each give "an additional 15%" dodge chance.
If you only get the Rogue 1 upgrades (legitimately or not), you get only 10% as expected. However, if you get only the upgrades from Rogue 5 (illegitimately, obv.) you don't get 15%; you actually get 25% as if you had legitimately gotten the Rogue 1 upgrade.

The other type of prerequisite are feature-enhancing perks. The example I used last thread is Maniac. Maniac 3 allows you share the Hysteria (damage reduction) effect with your teammates but that would either do nothing or do something unintended if you don't have Maniac 1 (Hysteria stacks for yourself).
Maniac 7 changes it so you get 1 damage reduction for every 25 Hysteria stacks instead of every 30 Hysteria stacks. You still need to have Maniac 1 to get Maniac 7 but the latter's effect is not directly related to the effects of Maniac 3 so you can get either one independently or both of them as you see fit.

Dodge is a chance to not take damage when attack(s) hit you. The higher your dodge chance, the less likely you are to take damage from attacks in the long run.

The actual damage mitigation is very slightly higher than the listed value because the game operates on small but discrete timesteps. From what I understand, if you successfully dodge the first attack in a polling cycle, you will also dodge all subsequent attacks in that cycle.

You can increase your dodge chance by wearing (generally) lighter armor, equipping a perk deck with dodge bonuses, or selecting and meeting requirements for certain skills in the Ghost's Artful Dodger tree.

On OVK they're pretty good, especially since the rebalance reduced breakpoints. They can be good on Mayhem and DW since the higher ammo capacity makes up for the low damage. Bipods completely eliminate recoil when deployed which makes using them pretty fun in any case.
