If I put Covert Lethality on it, and stealth attack a radiated target, do I instantly get capped overshields?

Now, here's the problem, I need a weapon or warframe or both that can throw Radiation out like candy while making them vulnerably to Stealth Attacks?

And there goes any reason to stealth.
They do detect kills, but only in line of sight except for extremely close (2-3 meters) kills. Silenced ranged has like a 10 meter line of sight detection range. Melee has like a 3-5 meter line of sight detection range. Stealth finishers are finicky as all fuck, because most of the time they get detected at 10 meters, but sometimes I finisher someone in the middle of a group accidentally and nobody notices.
