Let's say you are designing a new fighting game and you can populate it with 1 character from any set of releases of a game. Sequels are a new set, but DLC/Expansions are not. For instances, Guilty Gear Xrd -Sign- and -Revelator- count as the same, so only 1 from both of those, but Guilty Gear Xrd and Guilty Gear XX are different, so you can pick one from each. Same with any other series.

Build your list of characters that you think will make the most fun, balanced and interesting game. We'll say that any required mechanic for that character to work in their intended method comes with them. BlazBlue characters that need Barrier get it, GG characters get Tension, etc.

Millia is the very definition of low risk high reward, she has literal 50/50s and insane neutral. She's what Chipp would WISH to be. Just because she has a downside which also applies to most of the autopilot setplay characters doesn't mean she isn't ridiculously strong. It's not good at all as a reversal because it has a bad hitbox and only 1 (or 2 :^) active frames, so it's really easy to outspace or backdash out of. Then you get a free counter hit. Not to mention blocking DPs isn't great anyway because it allows them to RC.

It's only good as an offense tool to get an invincible move out in neutral but it requires you to get in that ass to hit with its pathetic hitbox and has the hardest prorate in the game for a normal hit with 60% off the bat.

sin's has weaknesses, sure, but it's still safe on block/gives him his turn/creates space, has a huge vertical hitbox, and is horizontal enough that it hits past throw ranges, meaning it's not enough to just space your meaty properly or stay at "default" range. you always have to keep it in mind.

Sure but one defensive option can beat a lot of those "unreactable" options while Millia's are much harder to deal with which make them legit 50-50 mixups because often you're actually forced to block them. Like every character in the game has 50-50 mixups but they are often shittier than some other character's because they can be beaten out by a single defensive option which forces much more pressure on the offensive player to either use worse oki with worse rewards. Having to use meter to make your oki legit isn't also a good look exactly. Literally every character in the game has stupid shit with 25 meter, Millia has stupid shit with 0 meter.
