How would you guys rate Bottled Hurricane?

It seems fairly strong, but its asking a lot from me. It's ANOTHER ground target AoE (I am RShammy so I have more than enough of those) with a relatively small area. Once fully stacked it heals for lots, but it takes a good deal of time to fully stack and requires me to watch stacks. It also requires its own hotkey due to being ground targeted.
Seems like a lot of work for something that does about as much healing as the passive proc trinkets do. But when there are a good number of targets the heal seems fairly strong.

HPS is really not a good indication of anything because it varies wildly by many factors beyond the healers control.

The only time it matters is if you person is way behind or there isn't enough healing going out in general.
