There are perks that increase stats, those are generally favorable no matter what. Perks that activate when you do something make the roll more situational.

Basically a roll is all up to how you use it, if you find it useful (for pve or pvp) and make good use of it, then its usually worthwhile to keep and use. Some rolls, usually higher in range, will side more towards being a pvp roll. Take everyones opinion here with a grain of salt, if you use it and you like it then keep it, thats the fun of it.

For bolt shepard, yes, but you would need to get 4 charges on each spinner and take down voltage eater just to generate one round of siva charges, on vosiks its easier because it'll just automatically drop 3 for you every 30 or so seconds. you can basically keep tossing them until you run out of safe rooms, its just simpler.
