Nah far from it. The story and world-building is probably the best one after Megami series for a gameplay VN. Your choices actually matter and have shit tons of consequences even gameplaywise. The branching is ridiculous even in the routes, like in magic route when the Kisara region declares war on you, depending on your choices the outcome and the endings are vastly different(I had no idea I shouldn't have conquered them and kept making dragons at first)

The rts aspect is mediocre but the variety of elemental stats(Spirit is op) and city building sort of make up for it.
If you go for magic research fast you can get air units and quickly conquer the areas they don't have a ground path for more resourses , you can also demolish bridges and quickly kill of powerful enemy units etc.
So what I'm saying is that it does have some very interesting mechanics. The real issue with this game is balance and the dumbshit AI. Its just so hard not to abuse it and break the game.

Note that the reason I said "after 10~ moege" is because the first moege you read will always seem fresh and good, but after reading a lot more you'll realize how repetitious and generally dull they get to a trained eye. One is much, much more likely to praise one of their first moege than their fiftieth.

The first and easiest example is comedy. Every moege tries to be funny just about, so a large determining factor of the writing quality is whether the comedy is good. If you spend your time actually laughing at the jokes instead of sitting through them bored, that's indicative of good writing. One problem with poorly written moege is they make a ton of jokes that aren't really funny, or are otherwise over done in the medium.

The second example is as I hinted with my first sentence: moe itself. Moe is indeed born from writing, although art does help, it means little without good writing. The actions characters take are largely determined by their writing: them holding your hand? That's the writing. Their confession? That's the writing. And so on and so on. A well written moege will have thoroughly fleshed out characters which are very easy to moeru about, doing a lot of moe yet interesting things. The characters tend to be realistic in a sense, like a real person to fall in love with. A poorly written moege will tend to not be able to write characters or their actions well and rely way too much on tropes. When you read a ton of normal moege, you get really used to these tropes and generic characters, and it gets really hard to feel moe for them. They're just too simplistic and behind their art you can see a ton of moege heroines you've already dated which really kills the illusion. In a well written moege, each character will feel fresh and like their own entity, memorable even long after you've finished the game.

While Parfait is an actual great game, well deserving of praise, but it's not really a moege, it's its own thing or closer to a very character focused story, with good drama in between and an actual plot.

Excluding nanpa games (those where you just walk around looking for girls in a map like True Love), the vast vast majority of VNs have an overarching plot wrapped around the core story. The quality of this plot can add a lot to a moege or subtract a lot. A good plot will add to the moe and give heroines opportunities to shine, providing a good buffer period in between ichaicha (aka flirting) sections of the game. The plot doesn't need to be *complex* or anything, a la a plotge, it just needs to be competent and work well with the moe to improve the moege overall. A badly written game's plot will get in the way of the moe and hurt both the heroines and the experience overall. Not only will it bore the reader, but the heroines will tend to suffer from having to tag along with the story and be overwhelmed by its poor quality. To be perfectly clear, a well-written moege does NOT have to have a good plot - rather, it's just fairly rare for a moege to have no plot whatsoever, so the existing plot's quality does impact the game overall.

The fourth example is the protagonist. The protagonist's dialogue and narration consists of 50%-66% of any given visual novel in the modern format. I don't even think I need to mention, too, that he is the dude the girl's end up dating, so he's incredibly important in how the relationship plays out, how every single dialogue scene plays out, and so on. Therefore, he is an incredibly significant factor in the quality of a moege - even if you only care about the girls, you'll be spending half the time reading the MC's thoughts and dialogue, and being pulled around by largely his choices. In a well written moege, the protagonist will play well off the girls and given them ample opportunity to (1/2)

I know you kinda find that tonal shift to be weird, but I think it's intentional because they wanted to contrast it against the past few Doors, which were pretty grim. It's a little glimpse into the cast before Morgana's Curse took a hold on their lives and turned everything to shit (Nellie, in particular, is much different this time around). So things are a little bit more SOL-y, carefree, and Japanese. It's a brief repose. The busy and innocent dialogue in this section also works well when you consider that, underneath all of this, there is someone suffering terribly in that tower. It's a kind of uncomfortable contrast, in my opinion, and Michel even brings this up a few times. I thought it worked pretty well.

By the way, if you think this is jarring, just wait until you read the Backdoor scenes which unlock after the game ends. It's the good kind of ridiculous, though.

The most important thing to take from all this, perhaps, is that moe is born from writing. Good art alone isn't enough to make a girl moe for an experienced reader, nor is a sprinkling of set phrases and events.

This often blurs the line with charage, but those two terms don't have solidly described definition in the first place, and I don't think that the difference between them is that meaningful, since they both have very similar focus.
