yes most heroes can't get 100 cs at 10 min, but if he's talking about how good players squize out 5-700 extra gold out of a freefarming lane its by pulling and stacking the sidecamp and small camp.
unfortunately there's no easy explaining on how to gain this, as it depends on your hero's substain/waveclear ability, how much the offlaner is choosing to preassure you or how much he CAN preassure you, and its also requires a very clear idea and communication and pre-planing on lane equilibrium between you and your support(s).

I'll see if I can find the clip where rtz gets 100cs with ember in 10 min due to an offlaner being much absent and him and his support maximising the pullcamp to deny offlaner exp and still getting 99% of the lane lasthits, and then they take down the tier 1 tower afterwards.
I think he had 12/13 min BoT aquila or bottle + bf in that game, but I'm not sure.

what you should do is go to the 'watch' page in the client, find games that are just about to start/have just started and find a game with a pretty standard safelane setup, and see how they do it. they might not do it correctly all the time but you should be able to get a pretty good idea of how its done.

its still the same deal, I'm assuming you're not above 3 or 4 k mmr (no disrespect meant), but apart from map sense and communication (which is pretty dash darn hard to give tips to someone over a mongolian used car parts shop), if you practice and become aware of these tricks and things, to the point where you 'feel' it, it WILL help you immensely.
as for how to farm past the laningstage its super comlicated and super easy at the same time, you've probably heard most of it already so I won't repeat it, but if you can secure yourself 10-15 more cs in lane, maybe deny 1-2 more creepwaves from the offlaner on average in every game you play, then it will help your gameplay immensely

tranquil boots go in the top middle (2) unless there is a mekansm with wand or bottle. If there is only a mek then the mek goes in the upper left slot (1) so tranqs can stay in 2.

Arcane boots always go in 3. Guardian greaves always go in 3.

Treads always go in 3.

Phase boots always go in Z unless a shadow blade or silver edge exists in which case phase boots move to 1 so that SB can be in Z. In extremely rare cases where there is a force staff, euls, atos, orchid or similar item in addition to shadow blade and phase boots, phase boots go in the bottom middle (X). This is NOT optimal and makes me unhappy and irritated because that is where wards and shiva's guards go.

Boots of travel always go in bottom right (C). This is probably the most unwavering possible one, as C is always mentally reserved for TP scroll in all cases with all heroes. One time I did no boots spectre and I think I had my heart in C, that's a one in a thousand game though.
