Not just supposedly. Safe Mode turns off restricted API access. Its to prevent someone releasing a malicious homebrew disguised as a game. If its not enabled, the fake game could steal your PSN, format your memory stick, or brick your Vita. So its worth having on when installing games from unknown or untrusted sources. If you know the game isn't malicious it doesn't matter.

The problem is that Team Molecule did it assbackwards. Most of the time you dont want restricted API access. So instead they should have turemd ot off by default and enabled it with a flag. But they decided to have tyou !angle your eboots instead. Its a flag at offset 0x80 in eboot.bin. So you can toggle it with a hex editor if you want to. Set it to "xyzxyz.." to enable it. If you don't understand what that means, then things like VPK Shrink or VPK Tool can do it for you.
