This game needs less being removed and more tweaking, really. No more downstate escape skills that just prolong the inevitable and more offensive skills with the fourth staying as a bandage. We all know that downed elementalist is going to mist form right as you're about to impale them with a finisher. We all know that thief is going to shadowstep to some other spot just to annoy you. Downed ranger pet heal is too strong underwater and on land.

But now that'll be balancing skills in the game, something that ArenaNet seems too stubborn to actually focus on.

Slow is so rare and useless in PvE. I'd make it a PvP only condition or something. It's so useless..
Regeneration also seems useless. This boon and condition work against players though, especially on skelks and slow against any playable character. Maybe turn regeneration into a monster-only boon? Slow seems more beneficial in PvP anwyays.

Perma quickness is literally the main role of the chronomancer in any high-end pve setting.

It's not unbalanced, it's an intended for maximum group damage. Just as revenants give perma fury, or a ps gives perma 25 might.

Suggesting the removal of quickness would kill mesmer in pve and asking to nerf perma quickness would be like asking to stop ps from giving 25 might or revs fury.

Perma quickness chronomancer is literally the only role in raiding and fractals that actually requires any brainpower to be competent at and the difference between an average chrono, a bad chrono and a great chrono is extremely stark.

Also it's a non-issue in pvp since the build just doesn't exist, it doesn't do enough damage and is too squishy.

Players move like ass. Make swiftness speed baseline and make super speed the new speed boost. Keep it rare and short duration.

Downed state has always been the retarded step child. It exists to give shitters a second chance that they don't deserve in pve and to make everyone's lives miserable in pvp.

Damage reduction shouldn't exist in a binary set up of "take 0 damage" or "take 33% less damage" if everyone is able to have both in most cases. Cull invulnerability and make protection stack in intensity. Don't make it last like 10-20 seconds through passives either.
