Sydney is banned for a couple reasons.
Jarate on a player usually seals their fate, but now that the thing splashes the area around the player with jarate on a headshot or fully charged shot makes it too good. In 6s, you can just call out to your team who's been jarated and they'll make quick work of them, and a good Sniper is a dominating presence on the battlefield already.
Also the faster charge let's you one shot Medics easier, so there's that I suppose.
I heard Dalokohs had a glitch where if you ate it and then swapped classes, you'd receive a permanent health boost.
I think the fists of steel just made Heavy too tanky. With overheal, he could survive against a trap that had time to get to full potential damage.

Looking for some help finding a map. I'm 100% positive it's a Payload map of some kind set in the desert, but the TF2 wiki has been unhelpful. I remember that there was a hallway on the upper righthand side (from the attacking team's perspective) of the main hallway, accessed through staircases on both ends of the main hallway. The main hallway had tracks running through it. I don't remember if there was or wasn't a cap point in the hallway.

See the joke is that the pokemon shown in the picture is an evolution of the pokemon eevee in Nintendo's smash hit 1996 title, Pokemon, for the game boy. Eevee can be forced to evolve using a variety of items in game, all of which have different traits, however they all retain the same "eon" suffix, i.e. flareon, jolteon etc.
The joke is that the poster here has used Jojolion, the title of the 8th part of hirohiko Arakis long running manga series, Jojo's bizzare adventure, as an answer to the question. The humor comes from the fact that this clearly does not relate to the original topic of conversation, however when spoken, retains the same "eon" prefix as the aforementioned evolved forms of eevee.
