It depends on the server, but that's usually the quality of player you get in walk-up roleplay. It's pretty shit. Guild RP is a little better, but it's still filled with people who don't understand grammar, punctuation, or how to be creative without going into special-snowflake territory.

Devs all around seem to think that rolling dice is a fun mechanic, but outside of maybe SP games, it's always either 2stronk or too weak. It's a bitch to balance for both progression and PvP. It's why AST is the retard child no one wants to bring along in XIV, too, because it relies on RNG cards to buff their allies, excelling in neither healing nor mitigation, and the buffs are minuscule to top it off.

I wish MMO devs just laid the fuck back with RNG.
