Some versions of akiha have webs that you can hold or just put down on people for oki. Quite a few characters have oki, but F-Aoko is super easy and throws orbs on top of peoples bodies for oki. I play her, she's great.

All these characters require some execution and longer combos though

F-nero is not bad to start, you're gonna struggle against good players anyway, just be aware that he's different and you have to learn to play HIM rather than just playing melty a lot more than with other characters
