There's unfortunately no other option out here - I have Time Warner Cable, which is generally considered an above average provider, but there's some problem with the signal on their backbone before it gets dropped off to Riot.

The problem I see with Garen isn't even to do with how durable he is. The problem is the gay villain mechanic. Really feels like building damage on him is absolutely irrelevant since he always has a maximum amount of time it would take to kill the villain due to %true damage. It has the same problem with Vayne in that building against him is almost entirely fucking irrelevant since there are very few items that can actually increase survivability versus him or Vayne. I think flat true damage wouldn't be nearly as obnoxious, or just keeping the true damage confined to his ultimate.

As he stands right now though I don't really think he's a problem, but he could be in a few patches, knowing how prone Riot is to fucking up.

I'm honestly starting to hate supporting Vaynes, especially ones with "smurf" in their name. And some champions get straight up ignored. I remember when pre-rework tristana was considered a top tier adc pick. Before that, no one picked her and there wasn't even a major change before her pickrate in lcs skyrocketed.
