Gods Eater Burst is the PSP game that was localized. It had an extra arc called Burst.
Resurrection is a remake of the Burst game. It added a ton of new things, the most important ones being the Predator Styles (which does not show up in Rage Burst), a new arc, and the ability to use Variant Scythes (which was originally just available in the second game). However, the new arc, Resurrection, is not needed to know the overarching story.
Rage Burst is the sequel to Gods Eater Burst/Resurrection. Adds a ton of new things like new Aragami and the Blood Arts system.

If you wanna know the backstory of some of the NPCs in the second game (e.g. Soma, Kota, Alisa), then yes. You just need to play up to Difficulty 10, which is the end of the Burst arc, and then you're set story-wise.

If you wanna just play the games and don't care about the story, then you can just jump straight into Rage Burst.
