I would say look at the past formats since 2011 until present date and see how they play. While plenty of those decks are dead, lots of sidedecked cards, key combos and general match ups can teach you a lot about the game.

Other Mega Monarchs dont plus nearly as hard as ehther or Erebus do, so if they only open a normal megamonarch their advantage engine doesnt get rolling and you can destroy them. After BA losing 2 Beatrices and ABC already having a lenient Extra deck you can't argue that the wouldn't use it.
It is Level 1, so it's searchable through One for One and with how degenerate it is there would probably be an entire deck based around either setting up cyber dragon infinity + norito + rafflesia +maybe a rank 1 on turn one, and on turn 2 you would just otk your opponent with utopia beyond or some other xyz.

Other decks are more powerful, yes, but they all have a key flaw in the player behind them. Even the best player makes mistakes playing Monarchs or BE or whatever, especially going 9+ rounds of swiss without stopping. BA however is so unfathomably hard to fuck up that all you do is go through the motions and you get free wins. You can pass out midgame and all your shit will float and recycle back to you and give you the game without trying. Other decks are vulnerable to bricks but BA is super consistent and it even has power plays on top of that.

In the case of satellars is fair to asses that they will get ROFL stomped because triveil does jacksquat to the deck because gandiva is a real card and deck rarely xyz as it wants to have as many knights as possible on the board at any given time, so you are only going to bounce and poke while next turn i easily remake my board with last chapter/merlin/medraut/Soul Charge and you burnt out infi resources.

In the case of BA and shaddoll is totally unfair, because shaddolls will get better as a whole and sometimes winda and BRD hurts (construct is ass against the deck); so it has to be tested properly with cards relevant to the format.

In the case of BA, nothing gets over NK starting field if they go first) usually and the threat of merlin ****** multiple backrows at a time is there. It is unfair because deck will get more support but whoever said BA is better after this is just wrong.

Qliphoths need to otk this deck or have trampolynx or they will die slowly as r4 arty blowing tools for free truly hurts. Also, i have seen qliphots lose to single MST amny times, people is just ******ed overhyping them as much as shaddolls.
