i just picked up sfv about a week ago and the one thing that trashes me consistently is players that hold down fucking away and fireball the whole game
every time i jump at them i just get dp'd
i can neutral jump over the fireballs but that doesn't advance the game at all

there's not enough time to dash forward after a blocked fireball and be able to block the next one

How do you define/differentiate links, cancels, and combos? I've read SRK, and various wiki's but I still can't wrap my head around it.

For example KoF2k3 King. If I do a standing close heavy kick and then input metal strike before the 2nd hit lands, king does metal strike instead of the 2nd hit of the kick. Is this canceling, comboing, or linking?

A combo is any string of hits when input correctly will all connect with the opponent.

What you're doing is canceling normal to command normal. Which is KOF's normal combo system.
A link is Pretty much linking two separate moves together after one ends, because the opponents hitstun gives you enough time to.
A cancel is literally canceling one moves active or recovery frames into another move.

They are all combos

Well I only went 1-2 in BB. The matches were pretty close but I just made one too many mistakes. The match I was eliminated in was the worst since we were both one hit away from winning and I blew it.

Just play around with your character, some moves are cancellable, others aren't. There's no particular rule one way or the other. It only takes 5 minutes to check in training mode anyway.

Generally punches can all cancel into command normals, specials and supers, command normals into specials and supers, specials can cancel into supers and supers can cancel into higher strength supers (Level 1 > Level 2 > Climax)

There's exceptions but this is the general rules. You'll find out from playing.
