You can guard cancel overdrive after blocking it to make it punishable. You can also just od to make it whiff, or jump because it has no horizontal range. If you're trying to jump it, your best bet is to air backdash so you land close enough to punish.
Also, it's -9 on block so if I recover close enough to you you can punish it that way.

To some extent, I agree. But the point I'm trying to make here is that both Kokonoe and Celica are two character who have been shown to take a support role in the series' story. Granted Kokonoe is the child of Jubei and Nine, and does posses magical prowess, she chose a different path. Using technology, she focused more on taking a "brain" role, with Tager being her "brawn". Even in Chronophantasma, the game she became playable in, her role remains the same, and not a fighter like the main cast.
Celica's thing is being an innocent girl used by Kokonoe's plans, who is adept at healing, has Minerva to be a bodyguard.
Granted with ES, she is shown to be able to take a role on the frontlines in XBlaze, but by Blazblue's time, she has secluded to become more of a guardian of something.

It's not WHO is becoming playable, but WHY.
