i disagree. my last game i had a bounty who was reprimanding our alchemist mid, pinging lots, and giving lots of orders on mic. i also had a sand king occupying my lane and my hard camp and sandstorming both at bad times.
if you can't communicate with them, you can't understand what they want, and you can't compromise or change their gameplay.
it only took some carrying, some positive chat, and reacting to what they wanted while still playing my own way to get team happy and winning.
i think sand and alchemist were both banned from chat but that is fine too. bounty was very happy at the end and played well when we could all cooperate with what we wanted.
unfortunately dota is a gamble on whether your team will be good, or whether they will flame and be rude. muting from the start means you will never know if you had a good team, and overall they will be angry when you cannot communicate and ignore them. similarly, you will not be able to understand what they want, and they may well be better than you.
