Right now you only use JV when you have a DP proc. JV hits harder but when you consider the Holy Power cost it's usally a DPS loss hitting that over Templar's.

Once you get Ashbringer JV kinda goes out the window, because it has a bunch of ways of buffing TV's damage and none of them effect JV at all.
