In legion you can only equip 2 legendaries at once, 1 by default then another after a huge amount of time in your class hall thing.

And they will be better than any other item for that slot in the game, so they are BiS with a useful effect on top of that.


It's like having items better than mythic, they'd be better for raiding than the best possible raiding gear.


They can also add more legendaries or ways to upgrade the current ones to make them relevent anyway.
