It's possible, but think about how that would work in gameplay terms. Realistically nothing would actually change until patch 8.0, which would only limit the artifact to its base appearance and stats (ilvl 750) by removing artifact power, knowledge and traits. Because of this it probably IS a lie.

So I just got back into the game with a group of friends who haven't played since the launch of Cata and I was wondering what would be a good class to use my boost on for a DPS spec. I am not too concerned with topping the DPS charts but I don't want to be a hindrance to a raid party. The ones I was considering were Ret Pali, WW monk, and enhancement shaman.

I'm having a hard time deciding between boosting a paladin or warrior. Focus on tanking and arms/ret for pvp. I love the aesthetics of paladins but I just get this sneaking suspicion that they're boring as fuck, but I've never tried either.

Yes and no. The mobility is fun and everything, although it's a curtain, as looking through abilities and talents shows that they're not even the most mobile class (monks are, at 110). In PVE, they can do "respectable" (IE, mediocre) damage but won't top most anyone who is geared and knows how to play. In PVP, havoc is hilariously underpowered relying on a 5 minute cooldown for sustain, and Vengeance, while in a better situation, lacks the damage required to secure kills, fitting in more as a hit and run harasser than anything in my experience. At 110, things get "better", but it's likely that Blizzard is going to have to move them up as the demographic stabilizes and people leave it for being "underpowered", which is probably Blizzard's intention. Level one to 110, but make sure you have an alternative sitting on standby in case Blizzard doesn't start adjustments in the first few weeks of the expansion.
