Chikage and bowblade, the one handed form scales with skill, the two handed form scales with bloodtinge.
You can also use Bloodletter, as the two handed form scales exclusively with blt.

A twink is what you call a low level build with gear much better than you'd have by that point in the game. In the case of Bloodborne, +10 weapons and endgame gems.

Best build for Wheel, strictly speaking, is 50/50 str/arc, but you'd need to be a hugely overleveled statheap to get there so the next best thing is 25/50, or in the case of strength Wheel, 50/10.

Best nourishing gems are from FRC Amygdala, but you can only find him in Isz and Lower Loran roots so your radial has to either come from Rom or a Cainhurst gargoyle in an Ihyll dungeon- unless, of course, you get lucky like me and get an offshape.

The only thing I'm curious about is his extremely powerful attack in Holy Blade form where he sets the ground on fire in your direction (you know what I mean). If you're going to 120, you could hit 50/50, which would be better for the Wheel and the Moonlight Sword than 25/70. Either way you'd have to cut into your vit and end, though not by too much as to be unplayable.

Empty Phantasm Shell is a trap as far as arc builds are concerned. It works like paper and gives a flat damage boost. Maybe it gets bigger the more arc you have, but it's never worth it. In order to get a weapon to scale with arc, you need cold abyssals, dropped by FRC Pthumerian Elder.

You want at least 40 Vitality so switch some points from Endurance to Vit. I run 12 (base for Cruel Fate) End for my Moonlight Sword build so you can either get 44 Vit or 42 with 14 Skill for the Church Pick.

First order of business, you really do want at least 40 vit if you're building for PvP. If you really want to hit 25 str, I'd suggest cutting some endurance. The Wheel and the HMS may need a good deal of stamina to use, but with the tier three Anti-Clockwise Metamorphosis rune, you should have enough stamina to work with.

Kos Parasite will be fine anywhere from 50. If you're running pure arc and not str/arc for the Wheel and HMS, 70 is where you want to end up. Otherwise, 50 is fine.

FRC means a chalice root dungeon with all three rites (Fetid, Rotted, and Cursed) checked. You need to go into these kinds of dungeons in order to get the gems you need.

Here's my build, for reference.

Winter Lanterns in Mensis is drop 20-something% physical gems, 22.3% in Lighthouse Hut. Defiled is like any other cursed dungeon in which your health is cut in half. FRC dungeons are a little harder due to different enemies like Hemwick Witches, Bell Maidens, etc.

Probably the last question now is, how useful are hunter tools both in cd and pvp? If I were to get my arc to 70 will they become a viable asset in hunting? I basically only use augur to parry enemies with tricked form of wheel so I don't need to untrick and use a pistol (that additional 150 damagefrom it is also better than 20 I get from the pistol) but I know how easy to punish augur is in pvp but how about the other tools?

Some tools are more helpful than others. I make regular use of Blacksky Eye, it's an excellent chaser that does good damage at 50 arc. Augur is nice for parrying and damage, but is tricky to use properly. Accursed Brew can do huge amounts of damage, but you *need* to free-aim it in order to hit anyone. Executioner's Gloves are good for spacing and forcing your opponent to either back off or make a disadvantageous move. Old Hunter Bone can be helpful in that it changes your dodge timings, so if you also change how you're dodging, you can really mess with their head and get some hits in you shouldn't otherwise have been able to.

Beyond that, the other tools aren't worth much. A Call Beyond is too easy to dodge and uses too many bullets, and Tiny Tonitrus is the same.

Your damage with tools will scale well all the way up to 99, so at 70 you'd get some big numbers. The difference between 50 and 70 are probably significant, but the damage you get at 50 is still easily enough to make use out of.

Really, it all depends on what the level cap you've set for yourself is. I've always thought 120 was too high, even in Dark Souls. But that's just me, do whatever you're comfortable with.
