I've followed all the steps apart from the last one.

You need additional privilegdes. Tap the vereion number untill it says not only did you become a developer but a "superuser" or some shit lile that. Once it says you cant get anything else you are set, and lockation settings will stay turned on. In my hometown of Chelmsford I've been taking some gyms and I consistently see this level 35 guy who is also an Instinctbro. He's blatantly a botter too, judging by the level and the CPs he seems to be able to spare on gyms.
But yeah he's the only actual real competition where I'm at and he's on my team, so I just keep popping a mon on a gym whenever I see him or trying to upgrade the gym. So far my gyms with him seem to be the only ones that last.

If you're on here buddy, we should coordinate and wreck some gyms. There's a couple of nice big blue ones I fancy, but they take ages to take down and some red fag always comes along and knocks me off after I take it.

Never hatched anything good from a 10k. Best pokemon I ever found from walking was a snorlax (before I found I could just bot)
Eevees are decent though. Sure, vaporeons got nerfed, but it's still near the top of the list. Flareons are also decent; probably the 2nd best fire pokemon after arcanine. Jolteon ain't great but since water pokemon are so common it doesn't hurt to have a decent electric type.
Eevees are by far the best easily farmable pokemon to get (dratinis are also good, but with their nests removed and the costly evolution they'd be a pain in the ass to farm).
