Yes and no. You can outright buy gear up to i220, but it can be pricy. Alternately you need to rack up tomestones of Esoterics(i200-210) and Lore(i230) which are awarded from 60 dungeons and most roulettes at 60. In addition you can, once you get a little gear, run Void Ark for i200 gear.

What's the correct way to craft a 40 durability item that takes 2 steps?

If you played in 3.2, there have been no tank stat changes. If you played in 3.1 and quit before 3.2, VIT is now your main stat and you'll want to hoard it like no tomorrow. Strength still affects your damage though, but not to the point where it's more beneficial to wear slaying gear. Use fending accessories with strength melded into the primary slots.

getting HQ early on is an absolute struggle without HQ materials. for the materials themselves, this just means pure suffering without HQ components.

until you have a lot of your crossclasses and some halfway decent gear, nevermind just having like, 35+ in most of the crafters for the various abilities that aren't crossclassable (and the crossclass slots)...

long story short, welcome to the hell that is crafting, have fun getting everything to 50 before you can really make it work.

Ah, I just noticed you don't have Inner Quiet. Pretty essential for getting High Quality. You have to get all your Disciples of Hand to lv15 first for all the essentials. There's three more skills you'll require beyond that but you can worry about 'em later (lv37 Culinary gets Steady Hand II, lv50 Carpentry and Weaving get Byregot's Blessing, Careful Synthesis II).
And yeah, that anonymous mentions high quality materials, you'll really have to use those without your essential cross-class skills.

I saw Naoki Yoshida at a grocery store in Tokyo yesterday. I told him how cool it was to meet him in person, but I didn’t want to be a douche and bother him and ask him for photos or anything.

The girl at the counter was very nice about it and professional, and was like “Sir, you need to pay foh dose firss.” At first he kept pretending to be tired and not hear her, but eventually turned back around and brought them to the counter.
When she took one of the balls and started scanning it multiple times, he stopped her and told her to scan them each individually “to prevent any erectricar inferrerence,” and then turned around and winked at me. I don’t even think that’s a word. After she scanned each bar and put them in a bag and started to say the price, he kept interrupting her by yawning really loudly.
