So is modding in dwarf fort as simple as copy and pasting tags with a few tweaks or do I need Toady's autism to be effective?

Modifying the raws is pretty easy. I'd say start off my trying to make your own race. And the easiest way to do that is much like you said. Take an existing creature close to what you want and start changing tokens to your own. Make sure to keep the wiki pages for the relevant tokens open, those pages are godsend.

How long does it take to get a goddamn siege?
It's the fourth year in my fortress. I've got over 120 dwarfs, and millions of dwarfbucks in crafted goods. I made damn sure there was a neighbor goblin civ that my home civ was at war with. I've seen a couple of kobold thieves but not one goblin of any kind. This has to be the fifth fortress that goes this way for me. What gives?

that's like nothing. Try making serrated discs out of whatever metal you have, and give about 50,000 to 150,000 wealth to each caravan.
By the way, you can see the exact amount of exported wealth in the status menu.

It's pretty simple depending on what you want to do, there are some pretty big flaws in the engine when it comes to creating new races but nothing that will majorly bugger you up.
My advice would be to find a creature/mod that sort of does what you want and copy it like you have suggested, the wiki has all the tags which you can use so if you want something you can't find an example of it's not difficult to work out how it should be.
