Well I just went to Gelbooru and can confirm that with Noscript the ads don't show up, but that is because it is actually a webm that is being hosted directly on gelbooru instead of loading from some other website.

If you want to block the ad it looks like you would have to block the specific URL from where the ad is loading (and not gelbooru itself). It also helps to have flash and video not load up on the page without permission as well.
